Strategic case

The problem
The strategic case is where a programme is justified: the case for change, the options considered, and why each was ruled in or out. It is written under time pressure, often with external support, and it is the document an assurance reviewer reads first.
Then the people who wrote it move on. Programmes change hands, delivery partners rotate, and a year later the accountable officer cannot reconstruct why the two cheaper options were discounted. The document survives; the reasoning behind it does not.

What it does not do
This drafts, structures and records. It does not assure, and a tool cannot carry your accountability. What it can do is make sure that when someone asks how an option was appraised, the answer exists.
How it runs
- Runs on Microsoft Azure, with inference through Azure AI Foundry. Model-agnostic within Foundry, so it is not tied to a single model.
- Inference is UK-resident.
- Sign-in uses Microsoft Entra ID single sign-on, so access follows your existing identity and conditional access policies.
- Every AI-assisted output is traceable to the prompt version and inputs that produced it.
